Definitions

 The following items are a reprint of Federal standards, which St. John's bases the definitions.

I. Minority Group Owner
A person who is a citizen or lawful permanent resident of the United States

  • African American
    All persons having origins in any of the Black racial groups of Africa
  • Hispanic
    All persons of Mexican, Puerto Rican, Cuban, Central, or South American Descent or other Spanish culture
  • Asian or Pacific Islander
    All persons having origins in any of the original people of the Far East, Southeast Asia, the Indian Subcontinent or the Pacific Islands
  • American Indian or Alaskan Native
    All persons having origins in any of the original peoples of North America, and who maintain cultural identifications, through tribal affiliations or community recognition

II. (a) Minority Business Enterprise
United States business wherein the minority group members or stockholders have at least 51% ownership interest in the business and possess control over management, capital and earnings. If the business is publicly owned, the minority group members or stockholders must have at least 51% ownership interest in the business and possesscontrol over management, capital, earnings, or

(b) one in which at least 75% of the employees are members of minority groups and are proportianallydistributed throughout the various strata of operation and management of the company. Such a company may be classified "minority" if a minority vendor cannot be located for a particular product or service.

III. Women Business Enterprise (WBE)
United States business wherein the women group members or stockholders have at least 51% ownership interest in the business and possess control over management, capital and earnings. If the business is publicly owned, the minority group members or stockholders must have at least 51% ownership interest in the business and possesscontrol over management, capital, earnings.

IV. Small Business Enterprise (SBE)
United States business which meets the definition of minority business enterprise, and in addition, meets the small business size standard of the Small Business Administration.

V. Disadvantaged Business Enterprise (DBE)
Businesses that meet the Federal Guidelines for disadvantaged businesses. Businesses that are not owned by an ethnic minority or woman must demonstrate a long-standing, chronic and substantial social and economic disadvantage.

VI. Local Business Enterprise (LBE)
Any business whose principal place of business is in the Borough of Queens. Proof of the above will be required. Certification through the Borough President's Office or one of the following forms of documentation must be submitted to the University with your proposal in order to be eligible to participate:

Proof of Local Business Operations

  1. Current, valid Business License
  2. Most Recent tax year or quarterly Tax Returns.
  3. Most recent Utility Bill
  4. Bonding/Insurance Documents.
  5. Corporation, Partnership, or other legal documents.

VII. Contractor
The individual partnership, corporation, joint venture or other legal entity entering into as contract with the University.

VII. Subcontractor/Subconsultant
The individual partnership, corporation, joint venture or other legal entity entering into as contract with the University.
