An introduction to the nuts and bolts of Article 10
proceedings. How the law is written, the legal meaning of
mental abnormality, types of proceedings, diagnostic issues, use of
actuarials, use of the PCL-R, and ethical challenges.
Discussion of one or two cases.
A brief comparison with CST
(competence to stand trial), the insanity defense in N.Y. and
comparison to the federal standard, and civil commitment (Article
9).
BRIEF BIORoy Aranda, Psy.D.,
J.D.
Education
Dr. Roy Aranda obtained a
Doctor of Psychology degree from the Graduate School of Applied and
Professional Psychology, Rutgers University, in 1982. To enhance
his career in forensic psychology he obtained a 2-year
post-doctoral degree in neuropsychology in 2001 and a law degree in
2007. He has been a licensed psychologist in the State of New York
since 1983.
Professional
Activities
Dr. Aranda is President of
Long Island Psychological Consulting, P.C. with several offices in
Queens and Long Island. He was an adjunct faculty at Hofstra
University from 1991 to 2001 where he developed and taught
Psychology and the Law. Dr. Aranda performed hundreds of Competence
to Stand Trial and Insanity Defense evaluations and was a forensic
expert in several high profile cases: “Happy Land Case” in the
Bronx (involved traveling to Cuba), “Staten Island Ferry Slasher”,
“New York Terrorist Trial” of Sheik Omar Abdel-Rahman and
co-conspirators (involved traveling to Puerto Rico), and the
“Little Chester Shoe Store Massacre” in the Bronx. Dr. Aranda has
traveled extensively and has made presentations in Russia, Poland,
Ireland, Mexico, Turkey, and Argentina where he was awarded the
honorary status of Visiting Professor at the John F. Kennedy
University in Buenos Aires. Dr. Aranda was actively involved in
crisis work after 9/11 and appeared on many news broadcasts and
shows. He recently made several appearances on Channel 12 News in
connection to the bodies found in Gilgo Beach.
Dr. Aranda became actively
involved in performing Article 10 sex offender evaluations soon
after the law was passed in 2007. He belongs to several
professional groups that evaluate and treat sex offenders and has
performed many evaluations and has testified extensively throughout
the state.
Affiliations
Dr. Aranda is Secretary of
the Forensic Division of New York State Psychological Association,
NYSPA Council Representative of Nassau County Psychological
Association, and Secretary of the Long Island Hispanic Bar
Association. He has had a leadership role in Hispanic
communities of Long Island and has served as President of the Board
of Directors of the Hempstead Hispanic Civic Association since
2002.
